The upgrade of an item can be used to increase the stats of an item. Based on the type of upgrade, it may increase an item's Rarity or Mark Level and boost additional stats.

On PC, you are able to see the level of the item using ALT, or by using the left stick on XB1 or PS4. The item will be displayed with its full description, including the ilvl. You can also locate it by hovering over an item and typing in /itemlevel chat.
There are a variety of theories on how the level of an item is calculated. One theory is that the item level is a number derived from a formula which calculates the amount an item's stats are worth. Item Stats

In addition to rerolling affixes, players can select which of the available stats to keep on an item after it is upgraded. The possible stat ranges for an item are based on the level of the item, however every item is guaranteed to have at least 1 stat within the range, unless it is an exclusive item or the result of a God roll from a boss of a raid.
This is another thing that could be altered by adding an option to upgrade item the equipment without rolling the affixes, or selecting which stats to increase. Item Luck

Furthermore there are certain items, such as the Hollow weapon, which is infused with Hollow can be outfitted to boost the damage of any damage-dealing skill by 5percent. These items can be bought at the store, or they can be crafted using the right ingredients.
Item Failure
Upgrades to items can be expensive and not every upgrade will be successful. Cash shop items can be used to increase the chance of success of an upgrade or to stop players from losing their item if it fails.
The rate of success of an upgrade is shown in the Honing UI. The percentage is the probability of successful upgrading an item. This can be increased with Additional Materials or Special materials. The success of an item upgrades is also influenced by the luck of that item. Each item has an overall success rate of 25%, and each item that has Luck increases the chance of success by 5%.
The item upgrade overlays are rendered above the items in the inventory. This can cause obscurity to enchantment effects or other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
